Scott Hooks, LMSW, CASAC-M, began his PLS employment as a NYC-based PREP social worker in March 2026. Before this, Scott worked for more than a decade supporting individuals and communities. He earned his Master of Social Work from Touro University. He was selected as a 2024–2025 Beyond the Bars Fellow at the Columbia University School of Social Work, in recognition of his leadership in justice-centered practice and policy.  Scott has extensive experience in substance use counseling, care coordination, restorative practices, and a strong commitment to addressing the structural factors that contribute to mass incarceration and the school-to-prison pipeline.
