Jill Nolan

Jill Marie Nolan, LCSW, became the first Director of Social Work at Prisoners’ Legal Services of New York in February 2026. Jill joined PLS in 2021 as the inaugural Program Coordinator for PREP, our therapeutic pre-release and re-entry program. Under her leadership, PREP grew from a grant-funded pilot into a fully integrated, long-term therapeutic program that fosters self-awareness, self-esteem, and socially responsible self-determination among participants. She also led PREP’s expansion beyond New York City into the Hudson Valley, Western New York, and the Capital Region. As Director of Social Work, Jill provides strategic leadership for PLS’s social work services, oversees program development, mentors staff, and advances clinical excellence.

Jill earned her bachelor’s and master’s degrees in social work from Cedar Crest College and Columbia University, respectively. Before joining PLS, she spent more than two decades as a medical social worker at a leading academic hospital in New York City, including seventeen years as the sole Critical Care Neurology social worker in an 18-bed adult Neurological Intensive Care Unit.

Jill is a member of Social Workers and Allies Against Solitary Confinement and has also served as a volunteer advocate for survivors of domestic violence and sexual assault, as well as for children in foster care. Outside her professional work, she enjoys traveling, cooking, and spending time with her husband, dog, and tortoise.
