Matter of Huggins v. Coughlin, 76 N.Y.2d 904 (1990)

The petitioner in this case raised an insanity defense at a disciplinary hearing. The Court of Appeals held that the mental status of the inmate must be “considered” by a hearing officer in a prison disciplinary hearing, but held that insanity, in and of itself, does not constitute an absolute defense to a disciplinary charge.
